Do cities effect supply? (see example)

I'm getting closer, but still need to fine-tune my brain to fully understand (and predict) supply. I'm running around Finland trying to up my supply and cut the AI's supply off. In this situation if I take Hameenlinn will my supply values go up South of the city? If not, will the port city of Hanko's supply go up because I own that and it is connected to a city via rail? If neither of them will increase supply, outside of putting a Command unit there, is there anything that would up supply in that area (outside of taking Helsinki of course)? Also, am I hurting Helsinki's supply at all by isolating it?

Hi Jeff

If captured resources have a direct connection by road to the USSR then they can go up to 5, and if by rail then potentially further.

Helsinki itself being a capital its supply won't go down if surrounded, but by surrounding an enemy its defenders will only be able to reinforce to a maximum strength of 5, and so this should limit their effectiveness in stopping your offensive.

I confess that supply and its effects - especially when encircled - is one area of the game I still find a little ... opaque
