Me Again

The manual states that I don't need to garrison Baltic States cities until Dec 41. Yet when I switch to SU there are partisans all over the place in the Baltic States - what am I missing here?

Partisans squads can be created on two ways:
A)from captured soldiers
B)from ungarrisoned population in cities
The creation of squads from captured soldiers can't be avoided, I think this is the origin of your baltic partisans.

Very basic tip here that I'm sure every experienced player knows, but make sure you use Security division units to garrison the critical towns (Shift-K Show Axis garrison requirement - Red = No Garrison, Yellow = 1-99% Garrison, Blue = 100%+ Garrison) since they count double for garrisoning purposes. If the big enemy cities are garrisoned then fewer partisan reinforcements are created. For many towns you don't need more than a single security regiment/brigade to either fully or almost fully garrison the town. So find your nearest security division, break it down (press the b key), and send 1 each to any town colored red. Depending on your circumstances you can either add an additional security regiment, or add a fortified zone (shift-F) if you have spare Admin Points and aren't too tight on manpower. You might need an additional broken out division split up in your rear to chase down partisan attacks if they end up being too far from your security regiments that are already holding the cities.

This should allow you to have more of your combat elements free to fight on the front line.
