Why did the Scenario Editor Map Dump go from BMP to JPG?

I'd prefer to work with BMP and then resample it into either PNG or JPG files than have to start with a slightly blurry JPEG file.
The older OPART 3.exe (3.2.29.27 from 2007) allows BMP dumping, but the newer OPART 3 (3.4.1.9) only dumps in JPEG.
The file sizes aren't THAT much different (65~ MB BMP vs 25~ MB JPG) given today's hard drive space capacities.
