Playing with Oil questions

So, not having played with the Oil rules before, and understanding the fact that they are pro-Allied. I have the following
questions:

1. As it did historically, does this rule effectively keep the Italian fleet in port? Sure it is realistic, but at
the cost of enjoyment as Med skirmishes get significantly diminished.

2. We tend to play with 'limited overseas supply'. I presume that would be an unwise option to play with when the Oil rules
are in effect?

3. Presumably synthetic oil plants are a must in this scenario?

1. It depends on planning. Germany can lend oil and Italy can use German oil (allied countries that cooperate can use each others). Essentially, the oil rules are a tax on Axis production and require the Axis player to be a better planner (not better than the Allied but better than he needed to be without the Oil rule).

2. It doesn't matter. CPs can stay at sea without needing oil and can even do their thing while disorganized (if at sea already).

3. Usually for the Axis - yes. There was a very recent thread here about which countries build them and why and when.
