Some Upgrades Don't Work

Hi,
I apologize if this has been answered before, but am unable to find the solution in the forums.
Also, I have already applied the v109 patch, released 10 June 2009.
I have run across issues with some upgrades: Levee en Masse and Colonial Regiments.
Problem with Levee en Masse: Draft Strength per Men does not increase (should increase 50%).
Problem with Colonial Regiments: none appear during the Spring Levy in May (I am playing as France).
I did find a forum post started 7/9/2010 (after patch v109 release) that listed these issues, but no resolution is posted.
