Europe weather zone blizzards

Does the weather code for random weather automatically change "blizzard" results to "snow" in the Europe weather zone in December and/or february?
No.
According to weather tables only January is Blizzard month in Europe, December is mostly Snow.
Previously Europe zone followed Soviet zones in having at most 1 Snow turn in December, but this is no longer the case.
