Sub vs. Sub

A Russian submarine hits unexpectedly on U-32. It comes to a battle and the Russian loses 3 strength points. Is this intended? [&:] I ask this because I have never seen losses at such meetings and also a direct attack of both submarines is not possible furthermore. Should this be a bug, I feel it as a feature! [8D]
