Installation problem

I'm getting an error message when I try to install the program. The installer goes through all the steps fine until I hit next to actually install the program.

looks like a permissions issue with your anti virus, either check the AV logs for a clue and then re try with either it disabled or add the game exe or file / folder to the AV safelist.
install as admin with a right click and say yes to everything, if it doesn't work, post back

I am having similar problems. Spent a while trying to get this to install but cant.
Have attached the requested file.

NVIDIA GeForce GTX 970 drivers are a bit old, not much but later ones are out, no errors in the report dave74 so not a lot to go on either, any other error reports?
The contents of the ERROR folder that is generated in your Users\<your name>\My Documents\My Games\Strategic Command - WWII War in Europe\ERROR folder.
or any messages or error codes etc given?
add the exe of the game to your Anti Virus and firewall program, to make sure check the logs of these to see if it was one if any of them was to blame.
That usually means a 3rd party program, like an Internet security programs, is or could be interfering with the game or update installation.
run the game from a admin account and use full admin permissions.
please make sure all game pre requisite are installed with the game, even if you think or fully know there are already installed, it will only over write, and it may be that you have a older or newer version of these where as the game in question may need a certain version.
please make sure you are running the latest game version and have up to date drivers installed on your pc,

Install the game with Windows running in safe mode and it should be OK.
1. Reboot Windows in safe mode
2. Install game
3. Reboot Windows normally

I have tried VPaulus suggestion and it still has not worked. I have also downloaded the files again and tried in safe mode and i cant get it to work.
Are there any other options?

there is no errors in your report so no nothing i can think of with out guessing, for me it's your AV or permissions, so as safemode disables both, i'm all out of idea's
still check the AV logs to be sure, but for now your only option is support and log a support ticket

Does that directory already exist? If so, boot to safe mode, delete the directory and re-try install?
Other things to try, run chkdsk on the windows drive in case there is some sort of drive error on C:
