Malta Issues

First; there is a British escort CV at dock in Malta. I have 3 Italian BBs bombarding it for two turns without any evidence of damage? And it continues to attack a BB causing damage each turn. So the question I have is, are ships in ports immune to naval bombardment/attack?
Two; Are the attack values of Italian Ships less than British ships? If so then how much?
Three; I think there needs some clarification on assaulting one hex fortresses like Malta. What is the general process? Does it require putting an axis ship next to both ports to reduce the supply value to zero, then bombard the flak unit to zero, before an amphibious attack will occur?
With 4 Italian BBs and CA I tried attacking the flak unit for 3 turns without much damage at all. I had an Italian Army in an amphib north of Malta and couldn't get it to assault?
And in the meantime the pesky CVE continues to attack the Italian heavy ships. Is this a bug or am I missing something as to technique?

I have tried pounding Malta with air units then following with surface bombardment with the same results you are experiencing.
As I come to appreciate if not understand the supply rules I wonder if they key isn't to reduce the two harbors from "5" to something far less in order to prevent the AA unit from returning to full strength. If the supply value of Valetta harbor/s is reduced to zero the AA unit should only be able to reinforce to "4", which seems doable for a German amphibious army. Let me know your experience.

The two ports aren't the most important, Malta itself is. Use BB's to swoop in and ATTACK MALTA to reduce it to zero, block the ports with subs.

Appreciate the comments all! Was hoping one of the developers would jump in here and help. I still have no idea about the CVE in port that appears to be immune to any attack by my Italian BB's. So that is one of the reasons I posted this here rather than the general strategy thread.

Ships in port have a degree of protection from attack, so there is a base 10% chance of them receiving damage when the port is attacked, and this increases by 10% for every level of Naval Weaponry research.
So it would be best to have a Fighter in Sicily, within range of Malta, that can intercept the CVE and make it think twice about attacking your Italian ships that are blockading the port.
While your BBs could get lucky, one or two Tactical Bombers positioned in Sicily and upgraded with Naval Weapons could easily make that CVE commander regret his position even more.

I just bought this game, I have never played a game such as this SC.. played a lot PG 1+2 and of course panzer corps etc. I must say this a great game!!! MALTA is a tough nut to crack! but keep punching away, it will fall. love this game, its all I play now... thanks for your great work and efforts![;)]

I think Aircraft Carriers and Carrier Escorts should not be allowed to conduct air mission while in port,to use aircraft while at sea,Carriers have to turn into the wind,otherwise their aircraft would never get airborne.[;)]
