I found another little glitch.
It is as follows. If A and B are at war, and B and C are in an alliance, but not A and C are not at war, then A can shell troops from B, if they are on Cs soil, if the top of the stack in the hex are troops from B.
In other words, you can use artillery on a hex you are not at war with, but which enemy troops are present, if the enemy troops are on top of the stack.
It is as follows. If A and B are at war, and B and C are in an alliance, but not A and C are not at war, then A can shell troops from B, if they are on Cs soil, if the top of the stack in the hex are troops from B.
