Is this unit supposed be composed of police/ security squads for Garrison purposes - or is it as designed?

IMHO this was a frontline division made from policemen.

It seems you are correct - interesting odd units the Germans had. Does it convert in the game to a PZG Div in 43 ?

They are still SS and I think the unit history demonstrates that in 41/42 (at least), it should be elite SS.

Well...4th SS Polizei Division was not considered elite by SS or German military generally. Thus it got lower-quality equipment and it became part of Waffen SS only in 1942. Until then it used police ranks and insignia.

Yes Wiki suggest the unit was tough but not toughest. My point was it became a PZG unit - is that in the game.

Seems like it spent most of its time as PzG division outside of WitE's active combat area (Greece, Yougoslavia, Slovenia), making a brief return in 1945.
