Are you sure you've reached all the requirements for a victory?
What date is it now ingame?

I am playing the axis.
Germany is almost completely occupied by the allied, Berlin raised the British flag.
Italy is not mobilized.

My issue is: the game continues, and countinous, and...
Why the AI won't rush and kick me to hell?

Thanks for the clarification. Wow, that sounds like a weird game. Maybe Germany moved its' Capital to Munich and that is why it doesn't end, or maybe Rome has to be Allied and since Italy is not in that won't happen. Maybe try Diplomacy to get Italy to join the war ? Maybe the Allies like to go ten rounds and don't want it to end so early ?

This one is also related to that disappearing capital bug and we'll fix this for the next update.
