Italy not mobilizing

It's May 1941 and Itally still at 70% and has not joined my axis side yet. Is this a bug or by accepting a Vichy France did that but hurt Mussolini?
Or is there a bug?
Are there gotchas like this for other things?
Btw, the search on these forums does not work. I found a post that had Italy in it but key word search on Italy not finding anything. I've tried other searches and it never returns anything.

Usually, defeating France brings Italy into the war on the Axis side as it did in real life. There might be other things going on though. I assume you are playing against the AI?
Doing a quick check in the events script, any surrender to the Axis causes a 3-5% shift Italy>Axis, the collapse of Belgium causes a 1-2% shift (50% chance), the collapse of France causes a 5-10% shift (75% chance) and any Allied incursion into Italian waters causes a 5-10% shift (75% chance). There are others dealing with Allied DOWs. Seems unlikely all these events would go against you but anything is possible.
My advice is to see if any of the events are turned off. You can do this by clicking on the options tab and picking "Advanced".

This might be a rare bug that only seems to affect a handful of games, if you send me your saved game turn
support@furysoftware.com I can take a look to confirm.

I'm having the same problem and I'm up to July 1941 in Russia and Italy has not mobilized yet.
I'll send a save game
Actually can't find where saved games are located. Looked in game dir and document folder

My SC saved games are there - C:\Users\Ben\Documents\My Games\Strategic Command WWII - War In Europe\Save
(I think you will have something other than Ben)
If they are not there hopefully Hubert can advise
