No Blocks

There seems to be an error with the coding for Blocking a research with another, and vice versa. I have 2 researches that are supposed to block each other, so that when one is chosen the other is no longer available. This does not happen. Is this me misunderstanding what block does in the Research editor, or a bug?

As always, before asking a question, read the manual.
It says:
"Blocks
If it is already researched it will block visibility of another known research field in the GUI. This
allows you to for example let Infantry III block Infantry II research and so make things more
readable"
So it won't block researchable research fields... Darn, will have to make some changes then
