I'm still paying for it, but as of May 19, 1941, it hasn't shown up in Africa. I guess I should go back to an earlier save and try again. This is my 2nd time playing this far (from 1939) so I know it worked at least once... Any other suggestions?

Thanks for the report and if you have a saved turn that I could look at this would be great as it will help me to track it down as it doesn't seem to be a consistent error that happens for every game.
