Welcome aboard. I started in August. Your patience will rewarded. Only the best war games develop a great culture around them. I can not speak to the one on Steam, but take advantage of forum here. BTW, I wrote up a few thoughts recently on my experience starting up with Command.

The Dev's are continuously updating things including the interface, makes it better but you need to pay attention or things change.
Try selecting the airbase - Ctrl+F6
To add boats - Ctrl+F7
A relatively new addition to the interface.
