I cant build new Airfield what could be the reason ?

Some things to check, although you probably did :

You need enough EP.
You need enough PP.
You must be in terrain that could support an airfield.

And depending upon the scenario designer you might also need supplies and whatever else the scenario designer put as necessary.

Random Scenario i haver buil it before and now it is not possible any more. Are they maybe a maximum you can have ?

I there is any maximum I have never run across it.
