Infantry weapons research

From the manual:
For example, in the default
campaigns, Infantry Weapons can be researched
up to level 2 (level 3 for the USSR)

What is the reason of this? Is due to balance reasons, or some weird historical conclusion?

I can't think of a historic reason. At the contrary: the Russian troops were usually less well trained and equipped than the Germans which they made it up in numbers.

So, I'm guessing it's done to balance the game.
The map doesn't give a real benefit to huge numbers of troops, so I'm guessing they made the Russians stronger to ensure it's possible to drive the Germans out (not an easy task, though).

My understanding is that the Soviets, as historically, start at a disadvantage and that their 2 and 3 are equal to 1 and 2 for the Germans.

Ironclad is correct. Right click on comparable units from both sides and view their Properties to see the differences.

Correct, Soviet Corps and Armies start off with lower combat target values than the Axis, and this enables them to reach parity with the Axis later in the war. It also means that they have to put in more effort via MPPs into research and upgrades to reach the same level as everyone else.

The previous versions had more disparity in numbers of similar units. A German army or corps had better attack and defense capabilities than Italian units of the same name, etc. The numbers are closer in this version, and I haven't done a complete comparison of nations. I actually like a game that looks at composition of units and have values that differ nation to nation. In SC2, the German corps had extra defense capabilties compared to a Soviet unit, and American armies had more disruptive values to factor in a great level of organic artillery. From my cursory look, it's been evened out, for the most part now.
