Commonwealth pool

Does it serves only the so called Commonwealth nation in game only or also Australia, Nz, Canada?

AFAIK device pools serve any unit with *those* devices or aircraft, without regard to nationality.

Yes, put another way... any unit on map that has that slot device in it's TO&E will draw from the accumulating pool.
So it's driven by unit description.
For example: unit ID 6182 Princess Royal Fort includes device 964 - CMF Militia Section (9 of them).
When filling out losses - it will check the pool for accumulated devices 964 - CMF Militia Section, and will draw from that pile.

Okay, the question was more related to aircraft -sorry to not be specific- since devices have no nationality only side while an aircraft can be said to belong to Commonwealth.

OK.
• A group can pull replacements from the pool of the aircraft it has. The scenario designer can give a group whatever aircraft they want.
• A group can upgrade to relevant types within its own nationality, perhaps some upgrades having PP cost (to a different though related nationality; to certain different types).
• A group can upgrade to the next plane in its upgrade path (scenario designer specifies the upgrade path) without PP cost (even if different nationality; even if to a different type that would otherwise incur a PP cost).
• Some nationalities are related (for example USN and USMC). I am not sure if those relationships are in buried in the scenario files or are hard-coded.
