Ivan Y (E) Petrov was commander of the 27th Mech Corp, stationed in Central Asia at the start of the war. The 27th was immediately transferred to the Voronezh area but never saw action and was disbanded by 15th July 1941 (according to one source). I Petrov went on to have a distinguished career with the Red Army, commanding a number of Armies and Fronts.

I cannot find Ivan Petrov listed in the Leaders tab in a Scenario but using the editor he is listed as commander of the 27th Mech Corps.

Is his non appearance as a leader in a scenario simply because the 27th mech Corp is off the map and has a delay of 250?.

This corps along with others like it should be disbanded in July and its elements returned to the pool.

Sounds reasonable to have this corps arriving with it's units.

When do those corps start to disband?

Disbanding of Corps seems to start around Turn 5
