Looking for how to activate a leader type that is not currently on the map. IE: Artillery and Engineer leaders.

I know there are engineers on the map at the start of any game. I forget about artillery but my guess
would be that there is at least one would be active at the start of the game. As to the scenarios, both are
available at the start of the other two scenarios. To create a new engineer or artillery officer you access an
existing officer and the create an officer (if you have an unused activation for that turn) at that spot. The
new officer can then move.

i am doing the first campaign option and there are no engineers and no artillery officers on the map. Several in the activation list show delay to be zero, but none are listed as "on the map". Therefore, no way to activate them.

Figured it out on my own. Click on an unattached artillery unit and then press on the activate button.
I thought you had to click on a leader in order for the button to work. My mistake.

there are definitely already admin leaders on the map in every scenario. but if you want you can click on a factory then activate leader and you should get what you want.

Yes. I know that, the following leaders are on the map. Infantry, Cavalry, and Admin. The Union has no artillery officers, but clicking on an artillery unit you can activate an artillery leader. It is Engineer Leaders that I am looking for.

From the manual:
Administrative Leaders: Designated by a chevron symbol next to their icon in the
unit boxes. They normally have a higher administrative specialty skill rating than other
types of leaders. Some administrative leaders also have good infantry training ratings.
Engineering leaders, designated by a US Army Engineer symbol, are a special type of
administrative leader who are more efficient at building supply depots and fortifications.

I've started a scenario and there were no engineer leader for the Union on map, but
several with a delay. Not sure if one could select an engineer leader directly, i would
say one needs to activate an admin leader and - with some luck - may get an engineer
leader.

I understand what youre saying now. ive never figured out how to activate them, but if youre wanting them for fort building purposes, ive noticed they don't tend to build forts any cheaper. just go with however has the highest admin rating
