Creating new unit issues

Good morning,

I have an oddity to examine, and a request.

The oddity has to do with "recon on a hex" and new unit creation. If four subs are in a allies port they do not have recon on the port, and new unit creation is prohibited. If a fifth sub approaches the port, stops before entering, thus in an adjacent hex, then recon is established, and new units can be built. It seems logical that units in the port hex would actually be in a superior "recon" position.

The request is that new unit creation be allowed in sea hexes which have friendly forces to allow splitting the force into multiple parts. The officer commanding eight destroyers should be able to split his force into two groups of four. This is easily done in port but not at sea. In real life this is not a problem at all and is done all the time. The huge micromanagement of large numbers of ships, especially in ASW operations, would be so much easier if you could sail as a single squadron of six ships, with the flexibility of splitting.
