Hello,
If you compare German artilleries, you notice something strange: the most expensive and the most powerful cannon is the "15cm sFH 18" , the cheapest and the least powerful cannon is the "21cm Moerser 18".

At least from my experience it looks like this:

10,5 cm leFH18 and 21 cm M18 are the ''older'' types. The 10,5 cm leFH18 can provide some close support and even limited counter-battery fire if the Bolshevik artillery unit moves too close, but that is very rare. 15 cm sFH18 is the answer to the Soviet 150 mm guns. It is good for support as well as counter-battery if the enemy does not have defense lines; 15 cm is also recommended for bunker killing later in the campaign. The 17 cm K18 comes in later when the Bolsheviks start building defense lines and place their artillery behind; its long range allows counter-battery fights at longer distances than 15 cm.

And of course nothing is better for close support than a Nebelwerfer brigade. There is no fortification that can stand against a combined artillery force.

combat values are based on certain charateristics of the the weapons had (the same set for each gun/aircraft/tank) while the costs derive from a set of values the equipment has in the game. It is not based on the historical amount of resources that were needed to build them. It is a way to balance the units out in the game.

Please note also, that while an equipment might have some impressive characteristics, this does not necessarily mean its overall perfomance on the battlefield was always outclassing another gun/tank etc.
