Reality check

I haven't played for a while and in coming back after a hiatus I'm surprised by what I do, don't, and only think I remember.
What's currently driving me nuts is that in the back of my mind I keep thinking that there is a reason why you only want to launch attacks using units from a single army or panzergroup.
I think I may be remembering the echo of a rule from other games (e.g. the division co-ordination bonus in DC 1 and DC 2).
I've gone over what I thought were the relevant parts of the manual and the manual errata several times, but for the life of me can't find anything about this.
I guess what's bothering me is that I have trouble with the notion that a multi-divisional attack with all the units reporting to the same army heaquarters should be as easy to co-ordinate as a multi-divisional attack with units reporting to different army headquarters.
The most extreme case I've seen of this involved an attack on a unit on the border of two army groups, where I was able to pull in a division from another army group to trigger the concentric bonus. So I was not only getting two army headquarters to co-operate, but two army group head quarters to co-operate as well.
Shouldn't there be some kind of penalty for using divisions with different colored stripes in an attack?
Or is there already one built in and I've forgotten where to look?
[On a side note, I'm also having trouble convincing myself that the HQ combat modifiers actually do anything other than change a couple of numbers in the unit details -- are we sure those modifiers really have an effect on combat?]
