Wierd Problem in 3.1

I am playing a PBEM game as the Japanese..Sometime in the last 2 moves the following HQ's Imperial GHQ,China Army and Kwantung became controlled by the Computer..It says they are under full computer control and I cannot change them back to Human Full Control..It just won't let me....Does anyone have a suggestion on how I can fix this problem??
