Consider please the screenshot attached;

the encircled unit is unsupplied; but it seats in a port; there are no naval units whatsoever at sea, in any region of the sea;

therefore, why can't it trace an oversea supply path up to a German or even Finnish supply source?

Port is damaged is my guess

The port won't matter since the unit is on a coastal hex. The supply path has to get back around Norway and then the North Sea to a German city - if Finland is aligned to Germany, otherwise to a Finnish city.

Without knowing who all is at war with whom and what's in those other sea areas, it's hard to say if the unit is OoS or if it might be a bug.

Also a critical question is whether you are using the Limited Overseas Supply optional rule or not. If you are, then there is no way that unit is in supply.
