Looking for bitmap editor tool

I'm having some problems with scaling Bitmaps in standard paint tool.
It always meshes the background color into the image. (see example)
My game is spanning across the globe, so I have a lot of ship and aircraft images to scale.
I can't re-draw every single one of them.
What would be the best freeware tool to do the scaling work? (And where to get it)
EDIT: I forgot to mention I am using the old Win2000.

Paint.net is free and does a good job.

I had the same thought - but Windows 2000? I have no idea if it will work on that.

You are right, I went out and looked, it takes Windows 7 or above.

Hello,

Paint.net version 2.72 (or earlier) works with legacy OS as well as more modern OS. Windows 98, 2000, XP, Vista, 7, 8 etc..

It is available at http://www.oldapps.com/paint_net.php?old_apps=16

Good program. Like it a lot.
