Possible bug: AI failure to rout

The screenshot below has been taken in a game of "Climax in Nijmegen": there were two broken American squads, one in 8,32 and another in 9,32.
The first one routed in 7,32 using low crawl (white-contoured arrow); I would have attempted to reach the woods, but this is another story.
The second squad in 9,32 didn't rout at all (even though it had two legal rout hexes - 8,32 (black-contoured arrow) and 8,31). As a consequence, it was eliminated for being in LOS (and normal range) of the German unit (a 2nd line squad, with a range of 4 hexes) at the end of the Rout Segment.

Given that low crawl would not save the American squad, shouldn't the AI at least attempt to rout without using low crawl? Even though it risks being interdicted, the alternative is certain elimination :bho:

I also noticed that sometimes there are several broken units in a single hex, but only some of them rout while others remain in the hex, even though this means certain elimination.
