Peace with Russia and Rumania

I was unable to move Germans in Bessarabia out of Bessarabia when peace was made between Russia and Rumania.
I was unable to move then to a nearest hex.

Is it possible to put a gamesave (an autosave) from before the peace phase (you can find it in the game folders and if you zip it, you can upload it in the forums), so that we can investigate this one?
