Min Shells not Loading to Minimum

I tried a scenario where I used Field Artillery which are supposed to have a minimum of 2 shells. When the next turn comes around it sets the shells to 1 when I used both shells the previous turn.
Any one else find this happening.

Can you confirm that you're definitely talking about Field Artillery and not Heavy Artillery?
Only the the latter do have a minimum of 1 so it would be good to be sure before investigating.

When you use all the shells in the previous turn, the load resets to 1. It will take another turn to accumulate the second shell so long as the unit doesn't fire, two more turns for heavy artillery to get its third shell.

The idea is that the Heavy Artillery (we're talking about large calibre pieces, e.g. 21cm Kanone 38) cannot loose off huge bombardments each turn, because moving those huge shells and building up stockpiles of them took time and effort.
They can, provided they have supply, fire at least once every turn, but heavy bombardments can only occur every few turns.
Perhaps we could have called it Super Heavy Artillery.

Yes, I was using Field Artillery. Just to test the controls. I changes Heavy Artillery Minimum shells to 3 and I received that same response. Both rest to 1 shell and not to the minimum shells I set on the Edit Combat Target Data.

What maximum number of shells has been set? If that is 1 then that would explain it.
There is another factor, their supply level, as if at zero they cannot accumulate shells.
