Voronezh Militia

The Voronezh Communist Party (apparently) ordered the raising of a Militia Division in the first and second weeks of July 1941. There is no evidence that what was raised every fought as a Division; instead the militia was used as reinforcements for other divisions.

However up to 11 militia regiments were raised, with one being made up of 3,000 of the best communists. This regiment was incorporated into the 100th RD (1st Guards RD with 4 rifle regiments).

Voronezh Militia is not in the game and I am struggling to recommend how it could be included under the current structure.

What would be the benefit of adding these militia divisions if they never saw combat and that manpower was eventually sent to combat divisions anyway?

Reasonable question and one that needs to be discussed.

Militia were raised from a combination of patriotic volunteers, party members, NKVD units, conscripts, prisoners etc, and often from those whose status or occupation precluded them from being conscripted into the Red Army.

Benefit is that the Russian OOB is historically accurate and increases their strength appropriately. It is not the manpower that goes to other divisions, it is trained and equiped rifle regiments that are attached at the Army, Corp or Division level. And one of these regiments was good enough to be included in the first rifle div given guards status. The game currently does not? have the capacity to model Russian rifle regiments.

And it is up to the person playing the Russians as to whether a division goes to the front or gets disbanded.
