How to Increase Mobilization percentage

Im trying to get Italy mobilized to declare war so it can attempt to take Malta and Gibraltar early in the first scenario. How to increase mobilization? Im on 65%.

In case of Italy you can declare war on France and finish the campaign as fast as possible, and, like always, you can use diplomacy chits to push a country toward you alliance.

I think you get like 5% each for belgium and the neatherland. Plus another 5 for poland? Maybe denmark and norway too. So if you conquer them earlier Italy would activate earlier.

Just beat France. Italy will join in before you even take Paris.
Don't count on the Italians to take Malta (or Gibraltar) without German help, though.

For me France has fallen, as well as low countries, in Sept 40 and still Italy at 65%. Is this just bad luck? Also, I get Italian I Corps and Gariboldi HQ popping up as new units but it says I am not allowed to place them. That has been going on for many months and I assumed because Italy was not at war?
Update - I just let the AI run (without doing anything during my turn from Sept 1 to Dec 1940 and still Italy at 65%. Seems like a bug?
