How the game changes the bases ownership commands when the adversary wins the ground?

For example if s Bangkok is taken by allies to what Command HQ will go and how that is defined in the editor?

My understanding is that it is related to the units which actually capture the base. I have never looked into it to see the exact mechanism, but if all troops capturing a base are American, the base will report to an American HQ even if the base is in China. If there are a mixture of nationalities in the stack that takes a base I do not know how that is resolved.

I am sure there is nothing in the editor.
