How are Army and Corps HQs treated differently?

The text describing them in the manual (8.1.1) is identical.

Army HQs have bigger range (3-5 hexes) while Corps HQs have mostly range of 1 hex.

According to the manual, Corps and Army HQs provide the same possible bonus.
Command HQs have a different bonus that Corps and Army HQs.

This is correct. The difference, if any, is in the command radius.

Well, and some Army HQs (rather than Corps) may have more support devices, which can be useful.
