Not the beta version, for this game the beta is Steam-only.
Once it is corrected they'll put the 1.02 released version (i.e. non-beta, beta which has been corrected) in member area yes.
They already did this for 1.01
I'm okay that "Sovereignty Public Beta Patch version 1.02" should be named "Sovereignty Steam Beta Patch version 1.02" instead, it's not for all public.
