Building cp's in controlled minors...

I might be imagining this, or perhaps our gaming group got this wrong a long time ago: Is it possible to build cp's and have them come in as reinforcements into a minor country port?

WHERE DO REINFORCEMENTS GO?
Put your on-map naval reinforcements into a port you control in the unit’s home country. However, you can place 1 convoy point a turn in either a Commonwealth home country other than the United Kingdom or an aligned (not conquered) minor country.

Were you possibly using option 76? (which I don't know whether is in RAC or not). From RAW
CoiF option 76: Each turn you may build up to one convoy point for each minor country aligned to your major power. All other convoy points being built this turn must belong to the major power itself.

In reference to Persia, Russia cannot sail CP to Persia nor can they place them in any ports.
Is this intentional?
When the CW is in the war I assume they can piggy back off Allied CP's?

As for USSR cp's not being able to sail into Soviet controlled Persian ports, that must be a bug. Just as a test, did you try sailing the Caspian cp into the Persian port?

Yes it is intentional. CW CPs cannot carry Russian resources until Russia is at war with a power that the CW is at war with. This is from the 2008 Errata: "Transporting Resources (WiF 13.6.1)
Apart from the Japan-US agreement, you may only transport your own resources and, if you are active, resources for other active major powers on your side."

Even without Option 76 (and likely you're right, it isn't coded yet) you can still place one new arriving CP in an aligned country each reinforcement phase, exactly per the quote Warspite provided. FREX This is how Germany can replace the Romanian CP if it gets sunk.
There was a time we thought from that wording that only the CW could do it, but it has been clarified that it
applies to all majors and thus the CW can place them in any of the CW's six major power countries or any of its aligned minors, whereas other majors would only have aligned minors for placement.

Yes, I went through that paragraph in a rush (I use to write at work between tasks [;)]) and didn't see that, although in this case it would seem it should not need a clarification and it would make the previous effect of option 76 redundant:
Where do reinforcements go?
Set aside your reinforcing offensive chits for later use.
Put your face-down naval units into the construction pool. Put all your other reinforcements on the map.
Put your on-map naval reinforcements into a port you control in the unit’s home country. However, you can place 1 convoy point a turn in either a Commonwealth home country other than the United Kingdom or an aligned (not conquered) minor country [Note: this is only possible if you are playing with Ships in Flames].
Although may be option 76 came with Ships in Flames? It's supposed to be from CoiF... Dunno

Option 76 is from COiF and the difference is you can build a CP for each minor aligned with your major power every turn. The regular rule is one CP total per turn.

Applies to aligned minor countries, not conquered minors like Persia.
