I have a scanned version of a 250k (car)map from Germany around 1991, this cover the whole area of East- and West Germany.

And give a good reference of the roads and size of the city's.

The site offers a .pdf with the 1990 Autobahn and Bundesstrasse network ( http://autobahnatlas-online.de/Autobahnkarte1990.pdf ); especially the road infrastructure near the former Inner German Border was rapidly updated after the German unification, so the closer to 1989 the better.
