Where's my Resource attack upgrade?

I was wondering why my carrier attacks on resources wasn't having an effect.
Don't we get an attack enhancement for naval warfare upgrades on resources per the mouse over info panel?
I'm upgrading my carriers(fleet...not escorts) to level one, then two, but resource attack value stays at zero.
As was historical, we need to be able to degrade port facilities with carrier air attacks in tactical/mix mode.
