Allow multi unit selection when Limited Staff Rule is in effect.

Limited Staff Rule is really a great idea and adds another unique challenge to the simulation.
However as for now it also adds tremendously to player´s workload because multi-unit selection is prohibited and only stacks can be given the same order. This is especially true with reinforcements which have to be ordered around single handely or stacked up in a complicated manner to allow for mutual orders.
Suggestion is to allow multi-unit selection which simply sums up the reduction malus for "orders available".
In other words if you give a single order to two units/stacks your "order available" is reduced by 2. If you give a order to three units simultaneously it is reduced by 3. If you try to give a multi-unit order which exceeds your "orders available", the popup informs you that this order is not possible.
From a technical aspect nothing changes really but it would reduce unneccessary micromanaging for sure.
