[FIXED B934] Diesel sub bingo on empty battery

I'm testing Italy's diesel subs and I've noticed they call bingo on discharged battery and start RTB (they need to have their home base set). This is wrong, they should just automatically rise to the periscope depth and continue on their plotted course. Or they should just stop and wait for instructions. B906.26 DB3K

Here. Nothing special is needed, just run the sub on battery until fully discharged.

Now with B936, the RTB issue is gone (the unit just stops), but I see two issues:
1) Unit fuel box shows running on battery, even when recharging (battery level goes up, diesel fuel goes down)
2) Status shows Recharging Batteries even when not recharging due too high speed or still too deep but rising (auto altitude)

1) The submarine always runs on batteries because it is a Diesel-Electric sub and not Diesel/Electric. Navies gave up on Diesel/Electric propulsion during or right after WW2.
2) "Recharging Batteries" is the status the AI has given the sub. It could also read "Prepare to recharge batteries" or "Intend to recharge batteries". Whether or not the batteries are actually recharged is handled internally by the propulsion model.
