There's a minor bug in the 1939 Storm over Europe scenario V1.03. The Partisan view screen (accessed with the "p" hotkey) doesn't show a potential partisan in hex (217,71), which is 2 hexes North of Orel, Russia. Attached is a picture showing this.

I've tested it my side and it is appearing ok when I press P, as are others nearby that don't spawn units.

Can you take and post a screenshot with your P key pressed so we can see how it's looking your side and whether any others might be missing?

That's odd, I don't see a partisan on that hex in "potential partisan view" mode (i.e. p hotkey). I attached a screen shot of the "partisan view" for you to see.

Maybe the Partisan unit moved there from its initial location ?

The partisan is in the hex it spawned from: note there is only a single hex of control around the Partisan and no Axis units around it to confine the area. I took the screenshot the same turn that the partisan appeared.

Jodl, if you press P can you see other Partisan spawn locations on the map (i.e. ones that will produce units) or are they all hidden too?

Mine shows a Partisan at 271,17 when I hit 'P', it is a mod but I have not messed with Partisans. This is with the last version, not the newest 1.03.01.

Mystery solved! I started the scenario with a previous version. When I started a new scenario with V1.03 the potential partisan view screen correctly shows the partisan 2 hexes North of Orel. Thanks for the help.
