IN several scenarios, I am offered a reinforcements segment and reinforcement units appear on the tactical map, but I am unable to acquire them, either with "Quick Setup" or other keyboard combinations. What am I dong wrong?

At the bottom right screen you should be able to select a reinforcement unit from the list by left clicking. The unit will replace your mouse pointer and you just place somewhere by clicking again.
