I was playing Italy and I put 2 research chits into naval warfare to speed it up, but once it completed its only level of one the second chit stayed committed and the 100 points was permanently reduced from the research total as it could not clear out the second chit since it was at 1 of 1. Is this as designed ?

I believe this is correct and to reclaim the 100 points and some value from the remaining chit you should click on the down arrow to do so. However, just testing it in game I see that the down arrow does not show as enabled but if you click on it nonetheless it will still work.

I'll fix the enabled issue for research buttons in this case.
