No, it's in the Energy tree. It's project 289) Submerged Forcefields. It's on row 10, tech level 6 and "Advanced Shields" is its parent.

You can either wait for a request to build it or look under the colonies button, go to the facilities tab towards the bottom, and select the facility you wish to build....GP
