how to get ECW to run on high-end GPU

I've used GPU-Z monitor to determine if ECW is running on my Nvidia 1060 card or the onboard Intel graphics. It is not utilizing the Nvidia card, which might explain the scroll lag I'm experiencing.
I did the same monitoring while playing Wars of Napoleon and Pride of Nations - both use the Nvidia 1060 card.
I have gone into the Nvidia Control Panel, and set the game to use the 1060 card, but it's not.
Any ideas?
