Russian Bug

I just came across what I would consider a "bug".
If Germany doesnt invade Russia in 41 it doesn't stop the Russian player as my opponent says from
" no invasion I was able to build and tech up stronger."
So when Russia is activated by the game, as in this case Jan 42, the Russian player comes in with a massive
army made up of the troops that Russia gets from the German invasion scenario plus all the troops bought by the
player...with a higher tech, with the game effectively over in 6 months.
What maybe an idea is to reduce the amount of revenue Russia has access to until actual 41 invasion???[&:]

Bug with Murmansk convoy. In my PBEM I lost Murmansk, but get the MPP from UK.

This does happen to a large degree, as Soviet income is proportional to its Mobilization level, but the longer the invasion is delayed the more income the USSR has to play with prior to entering the war.
I'm not sure of an easy solution to this, but it does mean that the Axis cannot afford to delay their invasion too long, which might not be a bad thing?

Maybe not allowing the Russians access to the "new" units like the shock armies or doubling their creation time
which would revert back to normal time on the German invasion. When the Russians were activated, the opposition
army was made of 6 shock armies which when grouped together just virtually unstoppable!
