The parliament can use the Recruitement Decision to get some replacements.

Why is this RGD only available at the start of the game ? Why could not the player get regularly this RGD later in the game with each new year ?
The replacements cost a lot of money. With this RGD, the player can get replacements with Engagement Points.
Is there an historical reason to explain this design choice ?

This RGD gives some replacements. But there are different types of replacements : Parliament , Eastern Association,etc
To get parliament's replacements (for Essex's Army), can you play the card anywhere on the map (in Hull for example) ?

Recruitment at the start of the war was far easier than during it for both sides and in most areas. I am not surprised by the limitation/s on this feature.

One might reasonably expect that "Parliament" replacements can be placed anywhere, however this may not necessarily be so. Recruits for Essex for example, would historically have usually have come from London.
