I paid the EPs for NMA decision but nothing seemed to happen, no change in units, no new adds to the force pool.

How does the NMA manifest is it new units, new unit cards, upgrades etc?

At the start of 1645 it will convert (upgrade) some Eastern Association infantry units into NMA ones.
And also some cavalry from all the Associations, Arquebussiers and Dragoons.
