Belligerence script borked?

Playing around designing a scenario in which USSR leans Axis. Resorted via the Major Country ID Data tab to put USSR amongst Axis countries, plus a bunch of other changes which may or may not have had an impact.
Now the Belligerence scripts for UK and France have no impact - they don't end up at war with Germany ever, and nevertheless Germany has disappeared from their diplomatic target lists. (Note that I set Polish/German belligerence in the Country editor - it seems to get cleared out when you re-sort major country ID's.)
If I manually set France and UK to be belligerent with Germany in the Country editor, I subsequently get the same prob with the US not being at war with Germany wants its mobilization hits 100%.
I can send a zip of the scenario.
EDIT: This with both 1.03.02 and 1.03.04
EDIT: Dunno if it means anything, but in the vanilla '39 scenario, there are two listings for Poland in Gmerany's drop-down Belligerence list in the Country editor. When I resort Major Country ID's, the duplicate disappears.
EDIT: The problem seems to be with the BELLIGERENCE = [x,y] trigger; it doesn't fire. Workaround - just comment it out, and let the event trigger just off 100% mobilization levels.
