2.5.1. Naval MP Reduces by 1 For Potential Intercept Attempt

I did report this bug earlier using 2.4.3 (public beta) but I guess it got overlooked? Simply, the bug is that naval movement is incorrectly reduced by 1 MP whenever there's an enemy opportunity to intercept, whether or not they choose to try, AND the moving naval force continues on to another sea area.
Take the RN heavy cruiser in Trincomalee for example. If I move it directly to the Bay of Bengal and choose not to move further then it can go the 4-box. However, if after a declined or unsuccessful intercept attempt, if I choose to continue on and move it the adjacent West Indian Ocean, I can only get it to the 2-box.

You have In the Presence of the Enemy [RAW option 19 section 11.4.2] as [ON].
How is it working different than that rule?

Yep, it sounds exactly like In the Presence of the Enemy working correctly.

Well, I suddenly gave it a second thought... and no, because there are friendly units. Were they there att the start of the impulse?
Option 19: (In the presence of the enemy) It costs a surface naval unit 2 points of its movement allowance (not range) to enter a sea area that contains a CV (with a carrier plane), SCS or aircraft unit controlled by an unsurprised (see 15.) major power it is at war with. This does not apply (i.e. you pay normal costs) if, at the start of the impulse, the sea area contained a friendly:
ï CV with a carrier plane; or
ï SCS; or
ï aircraft unit.
It also doesn’t apply to a naval unit returning to base nor if the only enemy units attempting to slow you down are aircraft during storm or blizzard.

I do have the optional rule in the presence of the enemy enabled, but it doesn't apply in this case. There was a friendly SCS at the start of the impulse in the Bay of Bengal. To confirm that, the 5 mover RN CA can make it to the 4-box if it decides to stay in the Bay of Bengal instead of moving on. If in the presence of the enemy applied then it would only be able to make it to the 3-box.

True, isn't it? Since there was an Scs already there.
Anyway I was counting that it costs 1 extra point to move on from the enemy controlled sea, but it is to move to it, so it should be a bug.
The same reasoning would apply for Rough Seas if enabled (supposing this is a CL) if there was a rough climate (storm, blizzard) and for some reason it wasn't showed in the capture (don't know if you can deactivate showing the weather). if that was the reason then in the first place it shouldn't reach the 0 box... so no.
